Neagent or Network Extension Agent is necessary in order for IKEv2 protocol based VPN app to operate properly. Accepting pop-up permission request allows Neagent to receive VPN authentication data stored in the KeyChain system. Without this data the macOS Network Extension can not establish a VPN connection.
